The Role

We are seeking a Program Specialist (Manager) who will manage all aspects of project planning, development and implementation of  long-term Capital Works Program of work within the Sydney Catholic Schools’ (SCS) property portfolio for the refurbishment/expansion of existing schools and the development of new schools in accordance with the SCS Strategic Plan.

The Program Specialist will be responsible for the delivery of Major Capital projects with capital value that range from $5M-$100M.

As a Program Specialist you will be responsible for:

  • Working closely with and reporting to the Supervisor: Project Delivery in planning developments to meet the schools growth strategy and manage the design and delivery of staged programs of works accordingly whilst maintaining safe school operations.
  • Developing innovative and effective solutions for the design and delivery of school Capital Works.
  • Procure and work with consultants and contractors to plan, develop design and implement works safely, efficiently, within budget, and to program.
  • Provide accurate reporting to meet SCS deadlines pertaining to project particulars.
  • Optimising the opportunity for the expansion of existing schools and the development of new schools by identifying strategic property acquisition and disposal.
  • Assisting in the development of appropriate document management of capital building projects using existing SCS systems and with external consultants and contractors.
  • Lead the development of concise, professional Business Cases for Executive, Board and Archdiocesan approval.
  • Lead and manage stakeholder engagement, expectations and communication with local councils and authorities, schools and local communities to develop and maintain collaborative and productive relationships.
  • Providing technical advice to colleagues with respect to the extent of potential refurbishment required including the development of Executive level Briefing Papers.
  • Working collaboratively with the SCS Planning and Asset Maintenance teams in continuously developing the SCS design standards to meet ongoing SCS operational needs.
  • Ensuring that projects submitted for funding consideration to the NSW Catholic Block Grant Authority (CBGA) are submitted and prioritised in accordance with the basic principles of the Government’s programme, viz. to remove educational disadvantage.
  • Ensuring that detailed and accurate applications for Australian Government Capital Grants are prepared for submission to the Archdiocesan Priorities Committee and the NSW CBGA.
  • Providing timely and accurate project advice with respect to program, budget, scope and acquittals to the NSW CBGA Coordinator Capital Program.
  • Assisting in developing strategies to continually improve the SCS and schools’ shared responsibilities to ensure school facilities are maintained to be safe and adequate for the courses of study and the numbers of students.
  • Work with the SCS Asset Maintenance team to ensure smooth transition of new assets for ongoing maintenance in accordance with relevant legislation and maintenance planning.
  • Any other duties as directed from time to time

The Person

To be successful in this position, you must possess:

  • Tertiary qualifications in Architecture or Project Management or related discipline.
  • Significant experience 15 years plus having worked in industry as a registered architect OR as a project manager or in a related field.
  • Experience in providing advice regarding the creative formation and delivery of complex infrastructure projects in the education sector.
  • Developed interpersonal skills and capacity to productively and sensitively engage with complex stakeholders from disparate backgrounds with varying expectations.
  • Experience in collaborating in teams delivering innovative and sustainable projects within strictly controlled, system budget competing priorities.
  • Experience in assessing and providing technical advice with respect to asset and facilities management of properties.
  • Knowledge of current educational facilities design and an appreciation of the link between contemporary pedagogy, space and community.
  • Knowledge of a complex array of activities and processes in the procurement of building projects, including, but not limited to, architecture, educational brief development, contract administration and budget control.
  • Competent in working with clear objectives within the system’s strategic narrative, whilst responding to differing expectations and competing demands by developing new work practices and techniques as required.
  • Capable of collaboratively resolving complex problems with initiative, analysis and evaluation, and creativity.
  • Competent working with a range of specialist software packages such as Microsoft Office, Google Drive (for reports, presentations and budget control); and MS Project management software and Aconex to assist in tracking project delivery.
  • Knowledge of the requirements of a range of legislative requirements relevant to the planning, development and operation of schools.

It is also desirable for the successful candidate to have:

  • Tertiary qualifications and/or commensurate experience in school planning and design, facilities management, or equivalent.
  • Experience in interpreting school census data and providing advice with respect to the impact of changing enrolments on school capacity and design.
  • Experience in the lodgement and management of planning approvals such as SSDA, DA and the like.
  • Experience in the management of Grant Funding Applications
  • Have your own transport.
  • Demonstrated experience leading a portfolio of projects within a PMO function in a complex and stakeholder sensitive environment
  • Current driver’s licence.
